In the nations of the British Commonwealth, soldiers who are mentioned in despatches receive a certificate and are entitled to wear a bronze oak leaf on the ribbon of the service medal issued to soldiers who served in a conflict.
However, General Lee would sometimes mention individual soldiers and units in his dispatches, and this was considered to be the highest honor among Confederate soldiers.
The mentions are awarded for gallantry to any member of the French military or its allies and are, depending on the degree, roughly the equivalent for US Bronze Star Medal and Silver Star Medal or UK Military Cross and Military Medal.

A mention in despatches is very much as your friend describes.
It is when a soldier (not necessarily an officer, by the way) has distinguished him (or her) self has that bravery (it has to be considerably more than 'positive behaviour) described in the official military report (the 'despatch') I don't know whether it originated in India, but it still happens.

MacLagan grasped the importance of the ground and began changing the plan accordingly, but perhaps influenced by his belief in the impossibility of the operation, failed to press vigorously and gave orders to dig in on the second ridge.

Lt. Commander Black, commanding officer of the Giffard, because he stopped his ship in the vicinity of enemy submarines and endangered the ship and the life of the people on board, was demoted and lost his command.
Another fact which should be mentioned is that there were 68 members of the Royal Navy who were residents of Newfoundland who were returning to Newfoundland for leave who were on the Valleyfield, the majority of those ratings were lost.
Those RN ratings should be included, because although they were not Canadians at the time became Canadians citizens when Newfoundland joined Canada and should be honoured with the other members of the Valleyfield.
