Merchant raiders (also known as ‘commerce raiders’) are auxiliary cruisers operated by the Axis powers (predominately by Germany, although Japan is also known to have used them) and intended to sink merchant vessels.
Importantly, vessels must carry with them proof of their authorisation to raid commerce (such as a ‘letter of marque’) otherwise they would be considered to be pirates (and subject to execution on capture).
