Mercier entered the Jesuit College of St Mary, Montreal, at the age of fourteen, and throughout his life retained a warm friendship for the society.
Mercier entered the arena of provincial politics in May 1879 as solicitorgeneral in the Joly government, representing the county of St Hyacinthe; and on the defeat of the ministry in October he passed, with his leader, into opposition.
In January 1887 Mercier was sworn in as premier and attorney-general, and from this moment he exercised an extraordinary influence in the province.

Serious and ambitious, Le Mercier began to study engineering and gunnery; in 1743 he was appointed second ensign and was attached to the service of the commissary of artillery, Jean-Baptiste Dupin de Belugard.
During the siege of Quebec he commanded the artillery and was also responsible for distributing supplies to the army which, like the population, was rationed.
Le Mercier was arrested and incarcerated in the Bastille but was cleared of all accusations and released when the decision in the affaire du Canada was finally rendered in December 1763.

Between 1659-1665, le Mercier served as a parish priest in Quebec as well as at the mission of Beaupre.
In 1665, he was again named rector and superior of the Canada mission and served in that capacity until 1671 when he was appointed bursar and vice president of the Jesuit college at Quebec.He was recalled from Canada in 1673 and sent to the French missions in South America and the Antilles.
Le Mercier died on the island of Martinique on June 12, 1690.
