The hi-national and multi-national infrastructural projects linking the countries of Mercosul and the rest of South America are a pole of attraction for investment with the prospect of greater benefits for the countries and consumers of the region.
Mercosul is not only seeking to become consolidated internally as an economic bloc but is also looking to expand its foreign relations and enhance its importance on the international scene.
One of the specific effects of the FTAA's negotiations with Mercosul is the decision by the member countries (to avoid the diluting effect) to accelerate accords aimed at deeper forms of integration, exemplified in the agreements reached last December in the services and social welfare area (agreement on social security).

 Inmetro - Mercosul and the Technical Barriers
Mercosul member countries have created a working subgroup seeking to eliminate possible technical barriers that could emerge in their market trade.
The treaty creating the Mercosul was signed in Asuncion, Paraguay, on March 26, 1991, by the four-member countries - Argentina, Brazil, Paraguay and Uruguay.
Within the Mercosul structure, there are currently 14 working subgroups.

Mercosul has as its purpose the co-ordination of macroeconomic and sectorial policies; the free transit of goods, services and means of production; the establishment of joint customs duties; and the adoption of a common commercial policy towards other countries and communities.
The Protocol of Dispute Settlement, signed by the signatory countries of Mercosul in Brasília on 17 December 1991 and promulgated in Brazil by Decree 922 of 10 September 1993, recognises the importance of the Treaty of Asuncion and is an effective mechanism to guarantee the accomplishment of the treaty.
Mercosul 2000 also foresaw the diffusion of regional arts, improvement of health, improvement of the quality of education, strengthening of science and technology, elaboration of agreements on intellectual property and special treatment for matters related to immigration.

An evaluation of the efficiency in the flow of information between the Mercosul member States and the administrative secretariat of the Mercosul, as well as a seminar in Buenos Aires, in September, to discuss the experience of the SAIs of the European Union are also being implemented.
Furthermore, the Mercosul SAIs and the SAIs of Bolivia and Chile recently approved the creation of an Executive Office to coordinate the cooperative actions in undertaken within the region; its headquarters will be in Brazil for three years.

 The EU's relations with Mercosur - Meeting of Heads of State and Government from Mercosul and Chile and from the EU
The Heads of State and Government agreed that the expansion of trade, through the development of free-trade between Mercosul and Chile and the European Union, constitutes a central element in the construction of a more dynamic relationship, in the promotion of their integration processes and in the strengthening of the multilateral trading system.
With this purpose, they agreed to launch negotiations between Mercosul and Chile and the European Union aiming at bilateral, gradual and reciprocal trade liberalisation, without excluding any sector and in accordance with WTO rules.
They expressed their expectation that this process shall be concluded within three years and that its results should strengthen the multilateral trading system and prepare it for the challenges of the forthcoming century.

Complaints submitted by the National Sections of the Mercosul Trade Commission and originated by States Parties or individuals, whether natural or legal persons, in accordance with the provisions of Article 21 of the Protocol of Ouro Preto shall be subject to the procedure laid down in this Annex.

If a consensus cannot be reached at the first meeting mentioned in Article 4, the Mercosul Trade Commission shall submit to the Common Market Group the various alternatives proposed, together with the joint opinion or the conclusions of the experts on the Technical Committee, in order that an appropriate decision may be taken.
