Merkin Muffley was the President of the United States in the 1964 movie Dr.
Muffley's character was played by Peter Sellers, as were those of Group Captain Lionel Mandrake and Dr. Strangelove himself.
The name consists of two crude references: the first, merkin, is a pubic wig; the second, muff, is slang for the female genitals.

This gets two risque' locutions past the censor at once, since "muff" is another slang term for female genitals or pubic hair (as in "muff-diving" for cunnilingus).

Whether apocryphal or not, the story goes that Sellers had a difficult time developing a Texas accent for the fourth part he was cast in, Major "King" Kong, who rides the bomb down rodeo-style at the end of the film.
In the aborted fight, President Muffley was smacked in the face with a pie and fell over, prompting General Turgidson to cry out, "Gentlemen, our gallant young president has just been struck down in his prime by a pie!" a line considered tasteless in light of recent events.

As the film races to its conclusion, situations become more bizarre, with a drunk Soviet Premier Kissoff whining over the phone to Muffley that the U.S. planes are flying too low and jamming his radar.
Mandrake tries to put an emergency call through to the President, but the Pentagon won't accept the collect call, and he doesn't have exact change.
