Tweed was born in Medora, Manitoba, and was educated at Brandon University.
Tweed began his political career in municipal politics, serving as a councillor in the rural municipality of Brenda for five years, and as Deputy Reeve for three.
Tweed was easily re-elected in the provincial election of October 1999, but the Progressive Conservatives were defeated by the New Democratic Party until Gary Doer.

Both incumbent Conservative Brandon-Souris MP Merv Tweed and New Democrat candidate Bob Senff have been ready for the election since spring, but were launched into campaigning before Christmas when the opposition parties in the House of Commons forced dissolution of the Liberal minority government with a non-confidence vote Monday night.
Tweed said it was no surprise the Liberals were brought down Monday.
Both Tweed and Senff said they hope for a cleaner campaign.

Merve Tweed with his expereince and contacts as M.L.A will emerge easily, plus his time as a provincial Progressive Conservative will stop any of the Red Tories that Mr.
Tweed, on the other hand, while experienced as an MLA, is not nearly as popular.
Merv Tweed is an excellent MLA and has a profile in Brandon.

The Liberals have gone again with Murray Downing, who has publicly stated that the only reason he is under the Liberal banner is to give Brandon-Souris a voice - his reason being that the Liberals are the party likely to form government.
However, his policies were much like those of Conservative opponent Merv Tweed, most notably in regards to marriage equality.
Except for Churchill, Rural Manitoba is solid Conservative territory so Merv Tweed will easily be re-elected regardless of who Rick Borotsik endorses this time around.

Bob Senff is a retired teacher from Virden, Manitoba who ran in the Canadian federal election of 2006 in the riding of Brandon-Souris as a New Democratic Party candidate.
He received 7,528 or 20.2% of the popular vote during the election, which was not enough to beat Merv Tweed who had over 20,000 votes.
