Windows Messenger Popup Spam on UDP Port 1026 - LURHQ
LURHQ analysts have determined that the source of the traffic is spammers who have discovered that the Windows Messenger service listens for connections on port 1026 as well as the more widely-known port 135.
Windows Messenger has been a target for spammers since late last year, because it allows anonymous pop-up messages to be displayed on any Windows system running the messenger service.
Note that recently spammers have begun to also send popup spam on UDP ports 1027 and even 1028, since the binding of the Messenger service exclusively to port 1026 is not guaranteed by the OS.

FTC Recommends Users Disable Windows Messenger Service - Technology News by TechWeb
Windows Messenger Service, not be confused with the Windows Messenger, Microsoft's instant messaging client, is a network service typically used to put up pop-ups on client systems' screen to alert users of such events as an impending network shut-down, or the unavailability of a print or file server.
Microsoft has already announced that it would disable the service by default in the next Service Pack for Windows XP, which is scheduled to release in mid-2004, said Sean Sundwall, a spokesman for Microsoft.
Part of the danger of Windows Messenger Service, said Ken Dunham, an analyst with iDefense, a Reston, Va.-based security intelligence firm, is that spammers and attackers are increasing using the same vectors, often with hackers following the lead of spammers.

Disable Microsoft Messenger Service in Windows XP
Osborne stated that the intended purpose of the service was to allow admins to send instant messages to their users instead of using e-mail.
Because anyone can use the service to display messages or ads on your computer while you're online, the argument for blocking the port as Osborne suggested or disabling the service altogether is compelling.
The service is enabled by default, so you need to take steps on your own to get rid of it if you don't want spammers to be able to display messages directly on your computer.
