This may be an acceptable stopgap for hard goods in a society that is limited in its ability even to record the sales of goods, much less the use of methods, but it is already feasible to propose much better.
Define a civilization's "metalibrary" to be the set of all its knowledge, (information and technique) together with the means of storing and accessing it.
This would be an index to the registry of contributors to that item, with their percentage share in the proceeds of its use.

In an earlier chapter, it was remarked that the Metalibrary had certain potentials to become a universal teacher, storing and reproducing by student need and demand lessons on every subject and at any level.
However attractive teaching machines may be, they are not role models, for they have not experienced the culture, lived in it, observed it, known new life, cried over death, and pieced together the memories of a typical human being by living them out one day at a time.
While it may be possible to obtain facts and background information from a Metalibrary, it is questionable whether it is possible to learn how to be a functioning human being from a machine.

 ECDL - European Conference on Digital Libraries 2001
The building of a European Digital Library Test Suite is one of the key objectives of the DELOS Network of Excellence which will provide DL researchers with a dedicated testbed for their investigations, enabling them to match their requirement needs with possible testbeds.
To achieve this objective, a preliminary step has been the creation of a MetaLibrary service which is an extensible survey database where each DL collection/test-bed can register and provide information about itself.
The hope is that the MetaLibrary will allow researchers to compare their digital libraries with others, to stimulate the interest of other researchers, and to assess future needs in this field of research.

I only use mythmusic,either in the living room, or in a window on the desktop (not brilliant I admit).
I have also written an application that sync's my ipod to the mythmusic database, like you say its damn nice to be able to keep the playcounts, ratings, playlists and smartplaylists the same!
Not quite as ideal as your metalibrary as it currently it uses the database to sync the tracks, but grabs all the tags directly from the files, so your idea would make things easier for me, I would not have to include code for mp3's, m4a's, etc., etc. just link into your metalibrary.

However, the upgrade requires that we capture all information that library users have saved in the My Space portion of MetaLibrary a week or two before the new version is launched.
