METCALFE, CHARLES THEOPHILUS METCALFE, BARON (17851846), Indian and colonial administrator, was born at Calcutta on the 30th of January 1785; he.was the second son of Thomas Theophilus Metcalfe, then a major in the Bengal army, who afterwards became a director of the East India Company, and was created a baronet in 1802.
A strong upporter of the optimates and an enemy of Pompey, he strenuously opposed the agrarian law brought forward by the tribune Lucius Flavius, to provide for Pompey's veterans, and stood firm even though imprisoned; the law had to be given up.

Odlyzko and Tilly reason in their paper that the validity of Metcalfe's Law would have been proven by a significant acceleration of network mergers, given the enormous economic incentives the law promised; but in practice, such interconnection is painfully slow.
The researchers suggest a "network effect law" stating that the value of a network with n members is n times the logarithm of n rather than n squared.

Anyway, here in NZ the law says that the number of employees of SOE's in each pay bracket (in 10K increments) has to be made public.
