The Kosovo Chronicles, by Dusan Batakovic (Part 1b)
In the monasteries of Metohia and Kosovo, old theological and literary writings were transcribed and new ones penned, including the lives of local saints, from ordinary monks and priors to the archbishops and rulers of the house of Nemanjic.
In Metohia alone he recorded over one hundred cases in which the Turkish authorities, police and judiciary tolerated and abetted robbery, bribery, murder, arson, the desecration of churches, the seizure of property and livestock, the rape of women and children, and the harassment of monks and priests.
In its proclamations to the people of Kosovo and Metohia, the CPY blamed the Serbian bourgeoisie for the mistreatment and persecution of the ethnic Albanian population, thus indirectly shifting the blame from the ruling structures of the Kingdom of Yugoslavia to the entire Serbian nation.

Metohia (alternatively spelled Metohija) derives from the Greek word μετόχια (metochia), a term which denotes church-owned land.
Later, the whole territory of Kosovo became part of the Roman Empire, although it is not clear whether it was part of the province of Moesia or was divided between Dalmatia and Moesia (a view which is supported by some archaeological evidence).
Following the First Balkan War of 1912, Kosovo was internationally recognised as a part of Serbia and Metohia as a part of Montenegro at the Treaty of London in May 1913.

Metohia, which was settled by primarily Montenegrin colonists, had many followers of the CPY, though at the outbreak of the war its membership comprised a mere 270, including some two dozen ethnic Albanians.
The decision that Kosovo and Metohia be annexed to Serbia was made after the abolition of military rule on July 10,1945, perhaps under the influence of a large-scale ethnic Albanian resistance towards the new authorities.
The fact that the ethnic Albanian question in Kosovo and Metohia is not in reality an issue of ideological differences and human rights is evident from the stands of Serbian opposition parties which are waging a bitter struggle with the former communists and present socialists for the democratization of the country.

If the seriousness of the situation was not grasped, and particularly if decisive measures were not taken to alleviate the difficult situation and living conditions of the displaced persons, the international community would have to bear the heavy responsibility of neglecting basic human rights.

The killings had taken place in order to send a message to all the Serbs in Kosovo and Metohia that they had to leave, that there was no chance for reconciliation and the sort of multi-ethnic society that resolution 1244 and the international community foresaw.
He said vigorous and decisive measures were needed that would lead to fulfilment of the standards that had been agreed upon: full and consistent implementation of Council resolution 1244; major progress in return of internally displaced persons; and security and freedom of movement of all ethnic communities.
Despite the commitment Belgrade and the Government of the Republic of Serbia had shown, thus far, in regard to the establishment of a functional multi-ethnic society in Kosovo and Metohia, they were legitimately concerned that Albanian extremists and terrorists would use all means available to prevent the accomplishment of that objective.

Actually, the only 2 occassions during which Serbian sovereignty over its ancient land known as Kosovo and Metohia had been suspended was during WWI and WWII, when the local Albanians fought first on the side of the Austro-Hungrian Empire, and then on the side of Nazi Germany.

He had been told repeatedly that the world was tired of returning to this issue, that Kosovo and Metohia “would never be like Switzerland” in terms of modern democratic standards, and that it was necessary for Belgrade to change its approach before it “missed the train that is leaving the station”.
The pretext for such a situation should be sought neither in the Kosovo Serbs nor in Belgrade, but in the general environment prevailing in the Province, which was characterized by a “lack of political maturity” on the part of the leaders of the majority community.
The facts could not be hidden, and after six years of poor results on the implementation of the “standards before status” approach, it was unjustifiably optimistic that there would now be a major turnaround in just a few months, thus, creating conditions for negotiation on the future status of the Province.
