A sequence does not have to modulate; a modulating sequence is known as a rosalia.
Metric modulation (known also as tempo modulation) is the most common, while timbral modulation (gradual changes in tone color), and spatial modulation (changing the location from which sound occurs) are also used.
Modulation may also occur from a single tonality to a polytonality, often by beginning with a duplicated tonic chord and modulating the chords in contrary motion until the desired polytonality is reached.

What he actually does isn“t called metric modulation - that would be to change from one time signature to another one while the pulse also changes, say go from 4/4 into 6/8 while the dotted quarter note becomes the new pulse.
Typically metric modulation is a little more straight-foward in that the 8th note (written) in a 12/8 becomes the 8th note (felt and written) in a 4/4 measure, thus the tempo change but the 8th note (written) stays a constant tempo but the toe-tapping down beats shift.
metric modulation is to drums as modulation is to a piano, or harmonic instrument.

The purpose of metric modulation is to change from one tempo to another in a smooth manner.
Multiply the reciprocal (1/2) by the value of the original quarter note, which is 100: 1/2 X 100 = 50 half notes per minute Result: there are 50 half notes per minute at the same time that there are 100 quarter notes per minute (in the original tempo).
As used in metric modulation: if the half note of the first tempo becomes the quarter note beat in the second tempo, the new metronome marking will be quarter note = 50.

One of my favourite concepts is implied metric modulation — making it sound as if the tempo has changed when it fact you're just superimposing a new tempo over the existing one.
The first modulation happens in bars 2-4 where we play a note every three eighth notes giving the illusion of the tempo slowing down and then speeding back up in bar 5.
The first soundfile demonstrates how this can sound if the drummer plays the modulations with you, the second file is the same bass track over a click track so you can hear the “new” tempo over the original one.

First, in the metric modulation stuff, he played a groove with eigth notes on the hi hat and then he changed to cuarter note triplets on the hi hat and that became the new pulse, and played the same groove in this new pulse, obviusly slower.
He played 4 bars phrases, 2 with the normal groove and 2 with the modulation.
He also played cuarter notes with his left foot on the H H in the four bars so you hear the original tempo all the time.

This rhythmic device, when used musically, as with anything, can be very effective during certain places in a musical performance, and can create a very cleverly deceptive shift in feeling, such as in a fade out or out chorus of a tune or during a specific moment in accompanying someone's solo.
Here is another example of a modulation based on a dotted eighth-note.

Steve Smith's DVD does a segment on Metric Modulation, but I really don't understand it, haha.
The fill that transitions the modulated groove is triplets, but the actual basis of the modulation of the groove is something else...
being wrong does not make somebody an idiot, they might be ignorant about metric modulations, but that is hardly cause to call somebody a "blithering idiot" (or whatever it was).

The last few days' thoughts have been consumed with the topic of metric modulation - a compositonal tool for adding an accelerando or retardation feel to a piece of music.
Using a section from Dream Theater's "Hell's Kitchen" as an example: The latter sections of the song alternate 12/8 and 10/8 signatures, but there's 1 bar that is marked 4/4.
The whole thing started with Steve Vai and a song of his called "Incantation." His exact words about (the metric modulation within) the song is "the quarter note triplet becomes 'one'...the eighth note."
