  Metro-North Railroad Commuter Council
The Metro-North Railroad Commuter Council (MNRCC) was created by the New York State Legislature in 1981 to represent the official voice of Metro-North riders.
Our eleven volunteer members are appointed by the Governor upon the recommendation of the Westchester, Dutchess, Putnam, Orange, and Rockland County Executives, and the Bronx Borough President.
Every year, the Council sponsors a public forum at which riders are given the opportunity to speak directly with the MNR President and senior management regarding aspects of railroad service and policy.

The railroad is a subsidiary of MTA, a quasi-independent transit agency, and Metro North is, in effect, a contractor that runs the service under the joint agreement.
It must notify MTA and Metro North of any proposed amendment to branch line service at least 60 days before the date on which it anticipates that notice of the amendment is to be made public (or longer if required by union contracts).
If Connecticut shows that Metro North agreed to a labor contract modification for the benefit of another MTA operating agency, the state is entitled to a proportional annual credit to be enforced through federal court action.

While the Metro North website has two years of on-time data, it is aggregated and doesn't allow for a commuter to make comparisons.

Metro North is hoping to present a proposal to the FRA that will reduce the number of tests required by allowing a representative approach, which does not require each and every type of equipment to be tested, but instead allows representative sampling of each type of equipment.
Metro North has hired an acoustical expert to assist in putting together the proposal for representative testing, and he will be taking train horn measurements within the Harmon Yard tomorrow May 23, 2006 between the hours of 9:00 AM and 2:00 PM.
The testing to be done tomorrow will both provide measurements to comply with the requirements as well as data to be used in an attempt at convincing FRA to permit a representative testing approach.

In an unprecedented gesture of cooperation and celebration, MTA Metro-North Railroad and Historic River Towns of Westchester (HRTW) are offering free train rides between Yonkers and Peekskill to recognize the 150th anniversary of the Hudson River Railroad Line.
