The Minneapolis-Saint Paul Metropolitan Airports Commission (MAC) is the owner and operator of Minneapolis-Saint Paul International Airport in Minnesota as well as six other reliever airports in the Twin Cities region, which primarily provide service to private individuals and businesses, but also have regional transportation service.
The MAC is a governmental agency of the State of Minnesota.
Four of the commissioners must be residents of Greater Minnesota, or outside the Twin Cities metropolitan area.

 Metropolitan Planning Act
(a) The chair of the metropolitan council shall be appointed by the governor as the 17th voting member thereof by and with the advice and consent of the senate to serve at the pleasure of the governor to represent the metropolitan area at large.
The metropolitan council shall have and exercise all powers which may be necessary or convenient to enable it to perform and carry out the duties and responsibilities now existing or which may hereafter be imposed upon it by law.
Those employed by a predecessor of the metropolitan council and transferred to it may at their option become members of the Minnesota state retirement system or may continue as members of the public retirement association to which they belonged as employees of the predecessor of the metropolitan council.

MAC did not revise its noise projections in the mid-1990s because the Legislature was in the midst of determining the airport's future.

The lawsuit said the agreement dates to 1999, when Northwest and the Metropolitan Airports Commission, which owns and operates the airport, entered into an operating agreement and terminal-building lease.
The commission issued bonds in 2001 and the proceeds from the bonds, which mature in 2025, were used for new gates, expansion of luggage systems, construction of new passenger facilities, and other projects.

The bill would also remove the appointees of the mayors of Minneapolis and St. Paul from MAC, and would clarify that all remaining MAC members serve at the pleasure of the governor and that their terms coincide with that of the governor.
Finally, the bill provides that the terms of metropolitan area MAC members end with metropolitan council redistricting and new members must be appointed at that time.

The MAC consists of 15 members: the mayors of St. Paul and Minneapolis, eight commissioners aligned two to one with the 16 Met Council districts, four members outside of the metro area which are appointed by the governor, and one chairman appointed by the governor.
The bill would remove the mayors of Minneapolis and St. Paul as automatic members of the commission and makes the MAC subject to review by the Legislative Commission on Metropolitan Governance, which is the same body that currently reviews the Met Council.
"Because the MAC is larger than most airport commissions and because budgetary constraints are forcing us to inspect every operation of government, I think now is the right time to look critically at the commission and its structure," Wilkin said.
