St Helens is a Metropolitan Borough in Merseyside, North West England.
The Metropolitan Borough was formed on April 1, 1974 as a merger of the former county borough of St Helens, along with the urban districts of Haydock, Newton-le-Willows[3] and Rainford, and parts of Billinge-and-Winstanley and Ashton-in-Makerfield urban districts, along with part of Whiston Rural District.
Between 1974 and 1986 the Borough was a lower level authority in The County of Merseyside.

The population of the town is 102,629 and that of the larger metropolitan borough 176,843.
St Helens lies in the heart of a motorway network with the M6 running along the east side of the town, with Junction 23 at Haydock.

The town and later borough of St. Helens derives its name from that of the early chapel which was situated at the crossroads leading to Warrington, Widnes, Prescot and Wigan.
Although the first reference to this chapel of St. Helens was found in a document of 1552 it is possible that the original structure dated back to the fourteenth century and was responsible for attracting a small settlement of farms and houses within its reach.
Matters were improved in 1845 by the establishment of the St. Helens Improvement Commission which was an early form of local government established to combat some of the social ills of bad housing, drainage, provision of water and many other issues affecting the daily life of local people.

St. Helens Council has realised the benefits of moving off the mainframe with an immediate £300,000 reduction in annual hardware and software costs.
As a result, St. Helens needed to consolidate all systems to a Windows and UNIX based infrastructure, to enable them to decommission the mainframe prior to renewal date of March 2005, to avoid ongoing mainframe hardware and software costs of approximately £300,000 per annum.

This initiative forms the centrepiece of a major economic regeneration programme in St Helens known as Ravenhead Renaissance, promoted through partnership between the public and private sectors.
