Wirral is a metropolitan borough in Merseyside, North West England, which occupies the northern part of the Wirral Peninsula, more commonly known as The Wirral.
To the south it borders the borough of Ellesmere Port and Neston, in Cheshire.
The borough was formed on April 1, 1974, under the Local Government Act 1972, as a merger of the county boroughs of Birkenhead and Wallasey, along with the municipal borough of Bebington and the urban districts of Hoylake and Wirral.

I appreciate that the above might be considered somewhat idealistic in some quarters but as a basic statement as to what the public library service in this country should aspire to it would be difficult to better.
With regard to the library being a centre of community activity that is already the case here in Wirral and I am sure in many other authorities too.
