For an area plagued by inadequate suburban service delivery in the postwar period, the formation of a regional (county-level) tier with responsibility for fire, police, roads, water, sewers, traffic, development planning, parks, libraries, cultural facilities, and courts was beneficial for coordinating and standardizing service delivery.
Portland's MSD is exceptional for its wide range of functions, which have grown over the years and include regional planning, review of city-county plans for consistency with regional plans, solid waste, transportation, environmental functions, economic development, drainage, recycling, housing, and operation of the regional zoo and convention center.
Known as Metro, the two-county district was formed in 1957 and governed by a large council of officials elected to city, county, or special district boards, then appointed to the regional Metro.

The Evergreen Metropolitan District was created February 27th, 1979 when the water treatment and distribution system was acquired from Public Service Company of Colorado and merged with the Evergreen Sanitation District.
The District currently owns, operates and maintains one wastewater treatment plant, three wastewater pump stations, one water treatment plant, nine water pump stations and ten water reservoirs.
Inter-district agreements allow the Evergreen Metropolitan District to operate and maintain the West Jefferson County and Kittredge wastewater treatment plants and all of the collection system piping and eight pump stations within the other districts.

If an urban service agreement calls for significant reductions in the territory of a special service district, the urban service agreement shall specify how the remaining portion of the district is to receive services in an affordable manner.
In an agreement under ORS 195.020, the school district and the city or county shall agree, to the greatest extent possible, on the criteria for the capacity of school facilities.
After a school district formally adopts criteria for the capacity of school facilities, a county or city shall accept those criteria as its own for purposes of evaluating applications for a comprehensive plan amendment or for a residential land use regulation amendment.

In the process, they were expected to consider the full range of governmental structures from intergovernmental agreements to annexation to city-county or city-city consolidation.
Districts were to coincide with historic and traditional communities rather than adhering to current political boundaries.
It therefore proposed that the Metropolitan Service District be reconstituted with a council elected from districts, an elected executive officer, and many of the planning functions previously exercised by CRAG (although not its authority to prepare a comprehensive regional land use plan).

David Frishman, an attorney for the district, filed the suit on Aug. 8 claiming that in building the bridge cover, Flueckiger and Luedecke were encroaching on the district's easement and culverts without obtaining a permit from the district.
