In 1998 three Likud members of the Israeli Knesset, led by Michael Kleiner and Benny Begin, Menachem Begin's son, left the Likud over disagreement with Prime Minister Benjamin Netanyahu over the concessions to the Palestinians in the Wye accords.
Michael Kleiner replaced him as chairman of Herut, which joined Moledet and Tkuma to form a coalition, the National Union, which received 3 seats in the Knesset, one of which went to Kleiner.
Kleiner's second on the list was Baruch Marzel, a former member of the outlawed Kach party.

Kleiner's proposed law was unanimously accepted by the parliament's presidium on Monday, overriding the recommendation of the Knesset's legal advisor who proposed that it be rejected as racist.
Kleiner, who heads the right-wing Herut faction, wants every citizen to be required to sign a pledge of loyalty to the Jewish State, its flag, national anthem and emblem before he is granted the right to vote in national elections.
Kleiner drew a distinction between opposing the government, which he said is legitimate in a democracy and opposing the very existence of the State.

The difference between Kleiner and many others on the Israeli right is that he is willing to say out loud and publicly what most of these other politicians believe, but don't say because it is impolitic.
To blame Kleiner for these views or to paint him as an "extremist" or an "outsider" in Israeli politics, is to ignore the reality of Israel today.
Kleiner's call for a ministry of demographic affairs is only the next logical step from the committee of the same name the present government has established.

MK Michael Kleiner, of the one-man Herut faction, has offered Jonathan Pollard the top spot on his party's list to the next Knesset and is currently awaiting a response from Pollard's attorney.
Kleiner made the offer at a convention marking 17 years in jail for Pollard, who was sentenced to life in prison in 1987 for passing classified US material to Israel.
Kleiner said he expects the committee to approve Pollard's candidacy and expressed hope that giving Pollard the diplomatic immunity of an MK will result in his release.
