Scrafton does a bit of a recce and says, yes he's found a spot where he can be heard on the phone and not overheard.
Scrafton puts a dent in that one (he has the highest level of intelligence clearance and knows stuff), but being a proper public servant suggests Howard ring Kim Jones, the ONA guy, whose responsibility it is.

Scrafton strikes me as a very competent and professional public servant who deals in the truth as his normal MO. You need a good motive for lying and a good memory.
Scrafton's MO was to tell only the truth, but be selective according to the circumstances, but sometimes to tell the truth in a way that gave the opposite impression to throw the enquirer off the scent.
Scrafton has explicitly recognised that Howard may have had other sources of advice, but after he had told Howard that he knew no-one in Defence who believed children had been thrown he expected some equivocation in Howard's statements.

The absence of whistleblowers could equally point to the depth of the cover-up, and the absence of individuals with the courage necessary to break ranks and come forward with what Australian authorities really knew.
He certainly wasn't going to do it while he was still employed in the public service, partly because of intimidation by his superiors, partly to protect his career, but also because he didn't think it was appropriate to do so.

Surely Bickell must be aware that after having made this statement, Howard went ahead and campaigned and won an election on the issue.
At its highest it appears that a public servant, Michael Scrafton, rang John Howard two days out from a federal election saying he thought there may be some doubt as to whether the children were thrown overboard and Howard didn't make any further public statement as a result of what Scrafton had said.
It is common ground on all sides that there was credible intelligence of the existence of the WMD, but the important point which Bickell seems unable to grasp is that Howard did not go to war primarily to help the US or even Iraq.
