Tien tendered his resignation to the government Sunday, just days after a long-simmering conflict with KCRC staff and senior executives broke into the open with their circulation of a letter to the board attacking his management style.
The KCRC protest was seen as an attempt by staff to resist changes Tien was trying to push through in the wake of the incidents, but the dispute ended with the government backing Tien.
Tsang said Tien had withdrawn his resignation after the board of KCRC agreed to resolve some questions over the precise division of responsibilities between the chairman and chief executive.

Chief Executive Donald Tsang says KCRC Chairman Michael Tien has agreed to withdraw his resignation, adding there will be a clearer differentiation of duties between the corporation's chairman and chief executive.
Secretary for the Environment, Transport and Works Dr Sarah Liao said she is pleased that Mr Tien and Mr Lai have accepted the board's proposal and agreed to remain in their posts.
Mr Tien said the incident will not affect the professional co-operation between himself and Mr Lai, adding the incident gives the corporation a chance to clearly define the jobs of the two concerned posts.
