Michel Rocard (born August 23, 1930) is a French Socialist politician, former French Prime minister, and currently a member of the European Parliament.
He was born at Courbevoie (Hauts-de-Seine) in a Protestant family, son of the nuclear physicist Yves Rocard.
Michel Rocard is known for his hostility for the proposed directives to allow software patents in Europe, and has been an outspoken opponent of what he considers to be sneaky manoeuvres to force the decision on this issue.

Rocard considered that, with regard to the trade preferences for ACP countries, it might therefore be appropriate either to reach an agreement within the WTO on a longer transition period, or else for Europe to establish trade arrangements with the ACP countries that were compatible with WTO rules, while providing compensation to soften the blow.
Rocard said that a general waiver for asymmetrical preferences that were subject to annual consideration by the WTO would create instability in each product, inhibiting private investment.
Rocard suggested that one novel dimension which could be included in the future convention would be the professional training of citizens of ACP countries within the EU.

Now, Michel Rocard, the rapporteur for the EP's Legal Affairs Committee (JURI), has drafted amendments to the directive which, if agreed by the committee next week, will be voted on by MEPs in a plenary session of the European Parliament in July.
Rocard has proposed that the expression 'computer-aided invention' should be used rather than 'computer-implemented invention' throughout the directive text, including the title of the directive.
Some of the proposed amendments revert to the changes introduced by the European Parliament in the first reading, which were later removed by the EU Council.

Rocard confirmed that there had been two main complaints, one concerning the supposedly indelible ink which voters had stamped on their thumbnails to prevent double-voting and another over voting in east Jerusalem.
Rocard said that there had also been complaints among voters trying to cast their ballots at a post office in east Jerusalem who were prevented from doing so even though they appeared to have the right to do so.
A spokesman for the central elections commission confirmed that there had been problems with registrations in east Jerusalem but added that the issue was ironed out after the intervention of former US president Jimmy Carter who is also among the observers.
