I will check on Tuesday with the Hawai`i AG about the alleged request to Nebraska, Michigan and other states, but I suspect that this might be the work of attorney Charles Cooper.
He couldn't say for sure if Attorney General Frank Kelley (a Democrat) had personally signed off on it, but he was pretty sure he had.
The Michigan SG thought it "accurately stated" the case and he thought it was "appropriate" so he made a recommendation in favor of the brief and sent it up the chain of command.

Maryland Attorney General Curran's Executive Summary On Gambling
We also spoke with law enforcement, and state and local officials in Colorado, Michigan, Nevada, California, Mississippi, Missouri, Louisiana, Pennsylvania, Rhode Island, Iowa, South Dakota, Massachusens and Connecticut, as well as with analysts and attorneys from the U.S. Department of Justice and the National Association of Attorneys General.
Finally, there would be loss of the perception, and I like to believe still the reality, that Maryland remains a place to live, visit, and raise families safely.
In a day and age when a paramount concern of our citizens is crime, it is nothing short of incredible to think that our State would seriously consider opening its arms to an industry that would only increase this terrible problem.

cannabisnews.com: 'We Will Not Forget,' Vow Rainbow Farm Supporters
Michigan Assistant Attorney General David Tanay said he had no problem with the legalize-marijuana message Rainbow Farm promoted, but that it did not correlate with what investigation showed to actually be occurring at the campground.
That ruling came in response to a request by Prosecuting Attorney Scott Teter, now with Attorney General Mike Cox's office, and Attorney General Jennifer Granholm, now governor of Michigan, for a preliminary injunction to prevent any other gatherings while the nuisance abatement action filed against Rainbow Farm and Crosslin was pending.
After a four-day standoff, in which the FBI and Michigan State Police joined local authorities, Crosslin was shot and killed Sept. 3 by a federal sharpshooter after reportedly pointing a rifle at him while hiking to a neighboring home for food.

The Michigan Attorney General's office responded that "Moreover, because the majority of Michigan’s CLEC customers are served over UNE-P, the Attorney General is concerned that its demise could have a significant adverse effect on competition in the affected areas.
For these reasons, the Attorney General requests that the Commission delay the proceedings in this case or, in the alternative, hold a hearing under Section 203 of the MTA."
