To LTG Komatsubara Michitaro, commander of the IJA's 23d Infantry Division, which was stationed at Hailaerh, and in whose area of operations the incident had occurred, this latest border skirmish seemed to be typical.
Komatsubara ordered a quick reaction force composed of the 23d Division's reconnaissance element (one cavalry company, one heavy armored car company, and a headquarters element–593 men total) and the lst Battalion, 64th Infantry Regiment (minus two companies) with a platoon of 37-mm rapid fire guns attached, along with 100 automobiles into the area.
Lieutenant General Komatsubara and Kwantung Army Headquarters regarded the battle as a draw and accepted that verdict because they believed that the Nomonhan desert was worth no more Japanese blood.

In Moscow, Russian Army's high command chose Georgi Zhukov to lead a counteroffensive against the Japanese invasion into Mongolia.
Zhukov reached Mongolia soon after and defeated Azuma's force on 28-29 May. Zhukov continued to engage Manchukuo and Japanese troops on a limited basis throughout Jun. On 1 Jul, Lieutenant General Michitaro Komatsubara launched an attack across the Halha River into Mongolia, only to be driven back again by Zhukov on 3 Jul.
On 20 Aug 1939, Zhukov crossed the Halhin Gol River with a 57,000-strong Russian-Mongolian combined force to attack the main formation of the Japanese troops in the area at the strength of three divisions.
