 MS Office XML Formats Not OK with GNU
The royalty-free license under which Microsoft plans to make its upcoming new Office Open XML Formats widely available is incompatible with the GNU General Public License and will thus prevent many free and open-source software projects from using the formats, community officials say.

However, Microsoft has included a provision that requires developers who use Office Open XML Formats to attribute the use of the file format in their code.
The royalty-free license under which Microsoft Corp. plans to make its upcoming Office Open XML Formats widely available is incompatible with the GNU General Public License and will prevent many open-source and free-software projects from using them, advocates say.
Jean Paoli, senior director of XML architecture for Microsoft, said, "Microsoft is committed to open XML file formats, and this move shows that we have moved away from binary content that no one can access."

The commission also made two specific requests: that [Sun] consider taking the Open Office XML Format, currently under construction at OASIS, to ISO for consideration as an International Standard; and that [Sun] implement a set of filters to allow software to interoperate between the Open Office and Microsoft Office XML file formats.
Tim Bray, Sun director of Web Technologies and co-author of the XML standard, said in his Weblog that the EC entertained members of both the OpenOffice and Microsoft teams to illustrate how well their XML-based office document formats could work.
