Microsoft Paint - Wikipedia, the free encyclopedia
Microsoft Paint (frequently called MS Paint or Paint; formerly Paintbrush for Windows) is a simple graphics painting program that comes bundled with all versions of Microsoft Windows since 1.0.
Because of its simplicity and the fact that it has been bundled with every version of Windows to date, Microsoft Paint is usually associated with the concept of a newbie or otherwise inexperienced or clueless user, and images and drawings of poor quality are usually labelled as "made with Paint" in a somewhat derogatory manner.
In the past, there have been shareware Windows programs featuring graphics drawn with MS Paint, which were easy to recognize because of their rough outlines and flat coloring with no gradients or color smoothing, typical of Microsoft Paint drawings made in a hurry, since those effects are not automated.

Minimizing a window, for example, does not trigger the Paint event, since Windows does not see the need to repaint the entire form (Windows is just being efficient since we are actually displaying less when we are shrinking the form).
It turns out that not all painting is done in the OnPaint method, Windows Forms triggers another event when the background is erased and by default performs some painting (well, erasing) in response.

Paint.NET is a free open-source image manipulating program written in Microsoft's C# programming language (meaning you'll have to install the.NET Framework first).
After fiddling with it for a few hours, I must say that the "free replacement for MS Paint" description is way too modest.
Of course, Paint.NET isn't even near advanced enough for hardcore Photoshop users (if that's what you want, you might want to try Gimp, which also started as a college project), but the typical amateur digital photographer is better off with something simpler (yet advanced enough to be Slashdotted), faster, and free.
