Microsoft Expression Interactive Designer is Microsoft's upcoming user interface design tool for applications based on the Windows Presentation Foundation (WPF, formerly known as Avalon).
It is one of three applications in the Microsoft Expression suite.
On January 24, 2006, Microsoft released the first public Community Technology Preview of Expression Interactive Designer, code-named Sparkle, as a free download on their web site.

While I understand that Microsoft didn't exactly invent the concept, they sure are the ones executing on it and, for the first time, developers/content creators/designers have a consistent mechanism to deliver content (whether it be advertising, information, or data) to the user no matter the transport or source location.

Sparkle is Microsoft's tool to design (not necessarely code) applications on the new Windows (Vista, was Avalon) operating system.
Sparkle gives you the same feeling, ecspecially when you start editing existing controls, modifying their innards on the timeline, and seeing them show some data that is actually live bound in the tool.
I think for Sparkle to truly get people's attention, they need to take her majesty's suggestion, and have someone at 2Advanced design an app with a C# developer, and post that as a sample application.

 Microsoft's Sparkle is more than vaporware
Given the timing of the recent Sparkle announcement, and considering that.NET/Sparkle development prototypes came into existence in the last month or two, I'd be willing to bet that Expression's toolset is the source of it all.
Longhorn will be based on Avalon and Sparkle, MS has a huge chunk of change invested in their new vector based application development environments, so don't think it's going to suck because it won't.
It remains to be seen if the UI in Sparkle will appeal to designers and their workflow, but my guess is that people are going to be drooling when they see what they can produce with it.

What is even more impressive is that Microsoft did eat their own dog food and implemented the Sparkle UI using the Windows Presentation Foundation.
I was told a former Anark person made it over to Microsoft and when I first saw the timeline and the layout of Sparkle I actually thought it was Anark Studio.
Better focus on what Sparkle will be very good at when it's released, creating applications to use on the latest generations of windows desktops.

Microsoft on Monday said it shipped a new version of Windows Media Player, a week after the company had initially hoped to debut the new jukebox player.

One thing we know for sure is that Microsoft will have a much friendlier attitude towards the development community.
Another product widely expected to be previewed is Sparkle, Microsoft's "Flash Killer." Sparkle is the code-name for Microsoft's new graphics and animation suite that is rumored to be designed as competition for Adobe (which recently acquired Macromedia), and specifically Flash.
According to Robert Scoble, the allegations that Sparkle is a "Flash Killer" are simply not true.

Microsoft has a poor track record on the Mac platform (with a great exception in their line of Office products) not to mention their near zero track record on platforms such as Linux.
In 3-5 years, Sparkle will be widespread enough for using it for many tasks other than application building (for which it will be great from day 1).
We are certain that Sparkle and WinFX will be a great addition to the Windows toolset, but we just don't see this as a Flash Killer just yet.

the web's a-buzz with microsoft's september 14, 2005 announcement of "expression," the new suite of tools for creating rich applications and content for vista, the next version of windows.
much of the current online discussion seems to be consumed with determining whether sparkle will "kill flash" or whether the two are even competitors, but i'm not personally very interested in that debate.
whether you love or hate microsoft, if you have any interest in rich content or application development, sparkle is definitely worth looking at.
