God would have the Midianites chastised, an inroad made upon that part of their country which lay next to the camp of Israel, and which was probably more concerned in that mischief than the Moabites, who therefore were let alone.
But the Midianites justifying what they had done, and standing by those that had done it, the Israelites attacked them with fire and sword, and all the pious fury with which their zeal for God and their people inspired them.

In the time of Joseph the Midianites were so closely associated with some Ismaelites that it is difficult to define their relationship; perhaps they were a group of Midianite merchantmen in an Ishmaelite caravan (Genesis 37:25, 27, 28, 36).
It is thought that from the beginning the Midianites and Ishmaelites intermarried, roaming the northern part of the Arabian Desert.

The Midianite wares distribution map notes that sherds were reported at Amman in Transjordan and Tell el Kheleifh near the Gulf of Aqabah, but Rothenberg at the time of publication, 1983, stated he had not physically inspected these sherds, but relied archaeological reports.
Also of interest was his finding of Midianite sherds on the coral isalnd of Jezirat Faraun, "the island of Pharaoh" which he has proposed might be biblical Ezion Geber, a site appearing in the Exodus wanderings.
To date, the archaeological data has failed to substantiate the presence of Amalekites or Midianites in the Southern Sinai, but their presence is suggested in other areas that Israel is said to have wandered in, the Negev, the Arabah (the so-called "way to the Red Sea"), Edom, Transjordan and the HIll Country of Canaan.

Numbers 31:16 informs us the ‘[the Midianite women] were the ones who followed Balaam’s advice and were the means of turning the Israelites away from the LORD in what happened at Peor, so that a plague struck the LORD’s people.’ (Apparently the Midianites were in Moab giving military advice to the Moabites at this time).
The Midianite princes agree to let Balaam appeal to the Midianite people (especially the women: “they are the ones who followed Balaam’s advice”) to enlist their aid in using sex as a weapon against Israel.
And it wasn’t even characteristic of all of the Midianites—many of the Midianites were only ‘semi-bad’, some of them were good, some of them were ‘okay’…but this little pocket of Midianites perpetrated this de-personalizing and de-humanizing atrocity on their own families, on some of the Moabite women, and on many of the Israelite families.

Probably, in Genesis then, the people were indeed Midianites, but they are sometimes called by their more specific name "Midianites" and sometimes by the broader term "Ishmaelites", like a Bavarian might be called Bavarian or German or a European.
The context is Gideon's battle with the Midianites.
Similarly you could be forcing the definition of a Midianite as strictly descendent of Midian (who lived perhaps more than a hundred years before Joseph), when maybe such a definition was not necessarily correct at the time Joseph was sold into slavery..
