I think Mike was well needed, he was bad in S2, wanting to kick Palmer out of office behind the public's back.
Mike being a terrorist would crush me. Almost as much as I was crushed when he was the reason Lynne was incapacitated.

As spoiler-lite as possible, Mike Novick was an advisor to Senator/Candidate/President Palmer during the first two seasons of the show.
Mike Novick was a presidential aid, who betrayed Pres Palmer in favour of the VP who thought Palmer was soft on the terrorists, but in the last analysis he (Novick) came back on side.
Mike, after some past experience, knows what to do when the President doesn't seem to be able to handle a situation.

Not only that, but perhaps Novick is the political connection to McLennan-Forster that will be revealed to have allowed them to let Marwan operate unimpeded for so long.
Mike Novick is the way to get Palmer back into the picture.
