Jude Ciccolella is a well-recognized American character actor.
During the show's first and second seasons (2001 - 2003), he played Mike Novick, Chief of Staff to David Palmer (Dennis Haysbert), an African-American Senator who became President.
Mike was now an advisor to Republican Acting President Charles Logan (Gregory Itzin), who had taken over after the downing of Air Force One critically injured President John Keeler (Geoff Pierson).

As a major supporting character in the first two seasons of 24, Mike Novick was once David Palmer's loyal right-hand man. Mike is a brilliant political mind who was always able to find a way to keep David's intense ethical and moral values from sabotaging his lofty political aspirations.
Mike is the first one to suggest that David may be forced to go to lengths he might not consider under any other circumstances, meaning have Stanton tortured until he talks.
Mike replies "it is my job to make sure the vote takes place, not to manipulate the outcome." Once Prescott has gathered the cabinet by videoconference, Mike tells David that people in his cabinet feel he is unfit to continue as President and they are waiting to meet with him in the conference room.

Mike Novick, who certainly didn't look good when he had Lynne imprisoned in a closet, is now showing some signs of uncertainty.
If this is true, then Mike is doing what he feels is best for the country, despite his allegiance to Palmer.
I was really hoping SOMEone would see her pointing out Mike as the rat in the room, but his taking of her hand was extremely clever.

The plot became very episodic and the characters were simply mouthpieces for that, aside of course from a handful of key moments that were highlights.
I think the decision to use characters like Wayne Palmer and Mike Novick to carry on Palmer's legacy is a good one, and I also think that CTU is starting off a lot more solidly this season than last.
We are already acquainted with the major CTU players, and having that context and that point of reference early on will cause their story threads to be far more meaningful than at this time last year, when we weren't acquainted with anyone.

The character Mike Novick (Jude Ciccolella) was introduced in 24: Day One as Democratic presidential candidate David Palmer's campaign manager, and later served as President Palmer's chief of staff before being fired amid scandal.
We haven't seen Novick since, but about three episodes ago, he showed up as a staff member in the current Republican president's administration, presumably the chief of staff.
I still contend that throwing Novick back into the mix in any capacity is more than worthy of an explanation, but I'm just a lowly TV columnist.

Not that it’s weird for 24 to randomly drop storylines, but it does seem odd for main characters to just vaporize into thin air.
One would think this would be a time that the Secretary of Defense would need to be on the case.
Remember, Mike finished up Season Two not looking all THAT bad, but more like a guy who made a critical error in judgment and failed to trust the man he had worked with for so long (Palmer).

I suspect Mike Novick will be one of the people killed in the new season premiere.
I felt that Chloe wasnt as annoying in the previous season (3), she was quite an interesting character but she went downhill in season 4 just like the rest of the show.
New characters include Jack's new girlfriend and her son, Logan's wife, Sean Astin as a CTU agent and probably some others that I've forgotten about.

While I agree that 24 does seem to beat the "rugged individualist man vs. ineffectual bureaucrats" theme to death I think most of your examples of how female characters are treated in "24" forgets that the males are treated in a similar fashion.
This is true for almost every character on "24".
Previous seasons have turned a suspicious eye to Tony Almeida, George Mason, Ryan Chappelle, Gael Ortega, Mike Novick and Wayne Palmer to name just a few.
