 The Relevance of the Mikra
The question of the continuing relevance of the Mikra in the 'modern scientific age' is linked to the question of the value of history and the value of science.
The Mikra informs us that there is such a thing as a just war and that some times war is a necessary evil, a nation must protect itself against another nation bent on its destruction, and the war against Nazi Germany and her allies was such a war.
The central claim of the Mikra is that its perennial problems were dealt with and answered by the revelation of the eternal God, YHWH.

The process of Omek Mikra, is identifying the structure and nuance of the Humash, sets the stage for many wholly unexpected thematic points.
It is a fascinating challenge to Omek Mikra to show that the psukim from Vayikra 19:1 through 19:22 form one set of logically developing concepts.

 Women's Megilla Reading \ Aryeh A. Frimer
We note, of course, that this conclusion would appear to be contradicted by the last sentence of the Tosefta in Megilla (source #4), which exempts women from the obligation of mikra Megilla, and further indicates that they cannot assist the masses in fulfilling their obligation.
The third school notes that mikra Megilla is a time-determined rabbinic commandment, in which women should not have been obligated at all; as a result, perhaps the obligation placed upon them because of "she-af hen hayu be-oto ha-nes" assumes a minimal form.
The latter notes as proof that when men are listening to the Megilla as well, "...al mikra Megilla" is recited and both genders fulfill their berakha obligation.

 The Mikra and Intoxication
One of the fundamentals of Karaism is that the Mikra must be understood according to the Peshat, that is the "plain meaning".
If we approach the Mikra with a preconception in our heads we will never arrive at the Truth, for we will be searching for passages in the Mikra to back up our already conceived ideas and notions.
The Mikra does not forbid the use of intoxicants but limits their use and shows that drunkenness was one of the major vices of antiquity.

 Tehillim At Night - Hashkafah.com
Thursday night you can read mikra, since that then we already start preparing for shabbos and the bechina of rachamim is nisorer then, this would mean that for sure on shabbos itself you can learn mikra by night.
The chida writes in birkie yosef simon 238:2 brings from the yalkut shimoni, that when moshe was on the mountain he knew when it was day and night, by wathcing hashem, if hashem was learning mikra that meant it was day and if he was learning mishna it meant is was night.
And arguably those two aren't really "learning mikra" because Esther is a form of hoda'ah and Eichah is a lamentation - it's not talmud torah in the way a regular keriat hatorah is. I sort of assumed that's because keria is a daytime obligation partly because there's simply no light.

 KBY.org: Torat Yavneh
Apparently, the mikra kodesh (holy convocation) of this day is rooted only in the fact that it is a day of remembrance, whereas the aspect of judgment does not cause the title, mikra kodesh.
This is why the Mishna refers to it as “yom tov of Rosh Hashana.” This indicates that there is an additional concept on this day, that of judgment, while we are relating to the holiday aspect of the day.
The status of the day as mikra kodesh is only because it is a day of remembrance, which is for good.

Perspectives of Bikurim - Rabbi Yonasan Sacks
The Ramban rejects the notion that birchas hatorah is included in the broader mitzvah of talmud Torah, for just as mikra bikurim is listed as a separate mitzvah, so too birchas haTorah should be counted separately.
This transcendent quality of mikra bikurim is evident in “arami oved avi” when we recall the very history of our nation.
Accordingly, mikra bikurim is seen independently, not merely as a function of havaah, and is therefore counted as a separate mitzvah.

The Gemara (Berachot 8a) teaches, "one should always finish the Parshiot with the community [by studying] Shnayim Mikra V'echad Targum (the Parsha twice and Targum Onkelos once)." The Aruch Hashulchan (O.C. 285:2) notes that this is a rabbinical obligation.
It seems that women are not obligated to study Shemot (the common acronym for Shnayim Mikra V'echad Targum), since it is a time bound positive obligation.
Accordingly, those who do not study Shemot are not "sinners." However, it is proper to study Shemot in addition to hearing Kriat Hatorah in shul.

 prm-over
The Gemara Megilla(34) states that women are obligated in mikra megilla "she-af hen ha'yu be-oto ha-nes."(35) Rishonim, however, dispute the scope of this principle.
However, one may speculate that the latter opinion of Tosafot was motivated to extend "af hen" to mitzvot d'oraita precisely because mikra megilla is mi-divrei kabbala.
Thus, since mikra megilla is not "commanded" to us by Nakh, but rather is presented in the form of "sippur," a story, it may merely be a mitzva d'rabanan.
