Military officials have found it particularly difficult to conscript young men in Moscow, likely a consequence of better access to information, greater career opportunities, and the higher level of wealth Moscow's youth enjoy compared to their peers elsewhere in Russia.
Because Russia's youth is wracked with poor health, and because many of Russia's most healthy and educated young men successfully manage to avoid military service, recruitment officials are often left to select conscripts from a group of young men with low education levels and sometimes serious health problems.
She explained that quotas are based on information from local military registries, which do not accurately reflect the health conditions of many of the young men, as medical examinations conducted when they are entered into the registry are often cursory.
