"The Case for the Draft" by Phillip Carter and Paul Glastris
Because so many soldiers in the all-volunteer military are married with families (compared to conscript armies), and because soldiers must periodically be induced or persuaded to voluntarily reenlist, the Pentagon must rotate its forces in and out of theater every 12 months or so in order to maintain morale and reenlistment.
Politically, it would put the senior military leadership in the position of convincing the American people to keep military budgets extremely high to pay for a huge standing army that isn't being used and might not be for years.
A draft lottery, of the kind that existed in the peacetime draft of the 1950s, with no exemptions for college students, would provide the military an appropriate and manageable amount of manpower without the class inequities that poisoned the national culture during Vietnam.

Urban Legends Reference Pages: Politics (Draft Fear)
Though this is an unpopular election year topic, military experts and influential members of congress are suggesting that if Rumsfeld's prediction of a "long, hard slog" in Iraq and Afghanistan [and a permanent state of war on "terrorism"] proves accurate, the U.S. may have no choice but to draft.
A fundamental problem with a draft today, experts say, is that the historic two-year period of conscription isn't enough time to get a return on the investment in training that modern soldiers require.
Even if the draft started up again, it might be of a much more limited nature than in previous years, with only those who could fill specialized positions in certain fields (e.g., health care, linguistics, computer technology) being conscripted.

Draft Registration, Draft Resistance, the Military Draft, and the Medical Draft in the USA
Draft registration in the USA was reinstated under President Carter in 1980, supposedly as part of the preparations for intervention by the USA in Afghanistan on the side of the Islamic fundamentalist warlords and mujahideen who were then fighting against the Soviet Union.
I was one of only 20 people prosecuted for draft resistance in the USA in the 30 years since the end of the Vietnam War draft, and the 25 years since the reinstatement of draft registration in 1980.
Draft resisters are often accused of being unrealistic, but those who believe that they have the power to impose a draft are deluding themselves and refusing to face the facts.

A far more descriptive term for the military draft is government confiscation of labor services, but keeping with the spirit of euphemistic obfuscation, I'll stick to the term draft.
Thus, lesson number one is that whenever there's a draft you know that the wage is too low to get a sufficient number of people to voluntarily supply their labor services.

Many military leaders and politicians believe success in the war on terror will require additional troops and assert that the military is already stretched too thin.
Whether their goal is to support the war against terrorism and supplement an over-deployed military, or to potentially bolster anti-war sentiment by forcing all Americans to feel the pinch of the responsibility of war, some lawmakers and pundits encourage the reintroduction of the draft.

The highest lottery number called for this group was 195; all men assigned that lottery number or any lower number, and who were classified 1-A or 1-A-O (available for military service), were called to report for possible induction.
