Training militaries in human rights; non-combat peacekeeping skills, and a military doctrine based on civilian control and the rule of law could serve a valuable purpose in some states.
Training through the Foreign Military Sales (FMS) program, in which countries pay for their own training, enables friendly countries to learn operation, maintenance and management of the sophisticated equipment they purchase from the U.S. FMS training sometimes includes tactical training as well.
It is also thought that training contributes to interoperability with allies and friends, further enhancing relations by guaranteeing the utility of weapons sales to the purchasing country in exchange for base rights, ports of call, use of airspace during emergencies, and other opportunities.
