 Commando Sling
In the case of COMMANDO SLING 98-4, the potential for expanding the exercise was first identified during a meeting in December 1997 in Singapore.
The objectives of the Commando Sling exercise are to fulfill a US commitment for continuous presence in Singapore, to test the long-range mobilization ability of deploying US forces, and to maximize dissimilar air combat training between US Air Force F-16s and Singapore air force F-16 and F-5 aircraft.
Exercise COMMANDO SLING is an air exercise which began with an agreement between the United States and Singapore in 1990.

 Russian forces conduct massive war-games exercise [Free Republic]
     Russian military forces are engaged in a large-scale exercise involving strategic and conventional military forces that will include three long-range missile flight tests in the next several days, according to defense and intelligence officials.
     The exercises are being directed by Russian Defense Minister Igor Sergeyev and the chief of the general staff, Gen. Anatoly Kvashnin.
     Such exercises in the recent past have involved simulated conflicts with the United States and other NATO members, and the officials said they expect that scenario for the weeklong war games.

Predictably, the American Civil Liberties Union has rushed to decry this logical exercise of war powers as "deeply disturbing," and in contravention of ideas "central to our democracy." In fact, the president's order is well-grounded in constitutional text, statute and past practice, and is more likely to preserve civil liberty than undermine it.
The use of military tribunals was commonplace in World War II and those appearing before them were both exonerated and executed.
While the rules and regulations are yet to come, we can get some inkling of their content by examining those promulgated by military commanders, such as Dwight Eisenhower in the European theater of World War II and Douglas MacArthur in the Pacific.

China and Russia are expected to hold a joint military exercise next year, the first conducted by the two countries since a joint naval exercise in 1999.
Visiting General Guo Boxiong, vice-chairman of the Central Military Commission of China and Russian Defence Minister Sergi Ivanov revealed the news in Moscow in a memorandum, without providing the exact location, date or scale of the exercise.

This order authorized military commanders to declare areas of the United States as military areas "from which any or all persons may be excluded." It was eventually applied to one-third of the land area of the U.S. and was used against those with "Foreign Enemy Ancestry" even though they were native-born U.S. citizens.
United States Executive Order 9066 was signed into law on February 19, 1942 (during World War II), by President Franklin D. Roosevelt, utilizing his authority as Commander in Chief to exercise war powers.
The Secretary of War was to assist those residents of such an area who were excluded with transportation, food, shelter, and other accommodations.
