Clinton Visit Gives Pakistan's Military Strongman A Boost
For President Bill Clinton arrives in Pakistan today to shake hands with another "strongman" and discuss America's obsession: security, Islamic "terror" and the fear that someone else – a Muslim nation, for heaven's sake – might be amassing a nuclear stockpile.
The fact that all these problems arose from Washington's meddling in Afghanistan after the 1979 Soviet invasion is unlikely to be raised, even by the Pakistan foreign ministry officials who angrily inform visitors that "we won the Cold War for you".
In particular his cosy friendship – trumpeted in the Pakistani press and admitted in Washington – with the US commander responsible for South Asia, General Anthony Zinni.

The military strongman Gen. Carlos Ibáñez del Campo ruled Chile from behind the scenes until 1927, then served formally as president until 1931.
The general resisted Aylwin's efforts to place the military firmly under civilian control, and threatened a return to military rule if any of his officers were prosecuted for human rights violations.
Some military leaders acknowledged that victims' families had a right to know what happened to the "disappeared." In March 2000, after 16 months in detention, the 84-year-old Pinochet was released.

Sharply criticising the human rights record of four years of Pervez Musharraf's rule in Pakistan, the Human Rights Watch has demanded that the military ruler must stop harassment, torture and flmail of political opponents, journalists and former government officials.
In a letter to President Musharraf on the fourth anniversary of his seizing power in a coup, the US-based human rights watchdog agency charged him with emasculating judiciary and marginalising mainstream opposition political parties and demanded he immediately restore democracy in the country.
The last four years have seen the rise in activity by extremist religious groups and an increase in sectarian killings, it said, adding that the military government's policy of marginalising political parties is partly to blame for it.

Bush administration backs new power-grab by Pakistan's military strongman
With the backing of the United States, Britain and other western powers, Pakistan’s military dictator-president, General Pervez Musharraf, has staged-managed events so he can claim that he is bowing to the “people’s wishes” when he renounces a pledge to step down as head of Pakistan’s armed forces.
Musharraf has said that were he to give up his command of the military, it could undermine his authority in pressing forward with the “war on terrorism” and peace negotiations with India.
However, the struggle against India has long served as the crux of the Pakistani’s bourgeoisie’s legitimizing nationalist ideology and as the military’s main justification for claiming a leading role in the country’s affairs.

The military has said he was in the company of two alleged insurgents, in an apartment where there were bomb-making materials, and that his detention was for "imperative reasons of security" under U.N. resolutions.
