Suppose that, in a country of which the currency is wholly metallic, a paper currency is suddenly issued, to the amount of half the metallic circulation; not by a banking establishment, or in the form of loans, but by the government, in payment of salaries and purchase of commodities.
Not many, however, have been found to say that the currency ought to be depreciated on the simple ground of its being desirable to rob the national creditor and private creditors of a part of what is in their bond.
But, secondly, even if the currency had really been lowered in value at each period of the Bank restriction, in the same degree in which it was depreciated in relation to its standard, we must remember that a part only of the national debt, or of other permanent engagements, was incurred during the Bank restriction.

Mill, Principles of Political Economy, Introduction: Library of Economics and Liberty
Yet when, in that year, John Mill and a number of his youthful friends entered upon "the joint study of several of the branches of science" which they "wished to be masters of," it was once more the work of the elder Mill which served as the basis.
Mill was tired of Benthamism: a masterly attempt to construct a philosophy of Science and of Humanity, which paid attention at the same time to historical evolution and to the achievements of modern physical and biological science (a side on which the Benthamite school had always been weak), and yet professed to be "positive," i.e.
After this it might perhaps be expected that Mill would himself embark on a quantitative estimate of the extent of the divergence of the "laws" of "the science" from the facts of life.

Mill (currency) - Wikipedia, the free encyclopedia
The mill or mille(₥) (sometimes mil in the UK) is an abstract unit of currency.
In the U.S. it is equivalent to 1/1000 of a U.S. dollar, while in the UK it was proposed as being 1/1000 of the pound sterling during the decades of discussion on the decimalization of the pound.
(Virtually none were made after the 1960s.) In some circles, the demise of the mill is regarded as the logical outcome of an "inflation-oriented" economic system (based on stocks, etc.) as opposed to a "deflation-oriented" economic system (based on the availability of tangible assets, specifically gold, silver and other precious metals).

The classical liberals were aware of, and disclosed in their writings, all the imperfections of paper currency; Ricardo did not omit even the uncertainty as to the future interest on public and private debts, potentially paid in a money of lower exchange value.
To sum up the second classical argument against paper currency: because the quantity of money in the economy is irrelevant, and since each increase of the stock of media of exchange produces harmful effects, the quantity of paper currency should not be increased beyond the amount of specie for which it is a substitute.
Mill did not come exactly to Rothbard's insight that "the natural tendency of the state is inflation," but at least he made it clear that governments were those who first seized the opportunity to finance themselves through paper money, simply by "emancipating themselves" from the "unpleasant obligation" to redeem the banknotes in specie.
