Miller County, as created by an act of the Territorial Legislature of Arkansas on April 1, 1820, included most of what is now Miller County, Arkansas, and the Texas counties of Bowie, Red River, Lamar, Fannin, Cass, Morris, Titus, Franklin, Hopkins, Delta, and Hunt.
The original county seat was in the John Hall house in the Gilliland settlement.
In December 1874 Miller County was created out of that part of Lafayette County lying west and south of the Red River, and Texarkana, Arkansas, was made the county seat.

It is not clear if this was Martin Miller of Halifax County who was probably quite familiar with the area, or if it may have been another Martin Miller who resided in Montgomery and Wythe Counties in southwest Virginia during that period.
Martin Miller, Jr., may also be the same as Martin Miller (born June 9,1779) who appeared in late 1803 in Laurens County, South Carolina very near to Jacob Miller, Sr., brother of Martin Miller of Halifax County.
It is possible that this parcel of land may have contained Miller's Ferry, which was located on Dan River, and believed to have been operated by either John Frederick Miller or possibly someone in his family; perhaps by Martin Miller during the latter period of the ferry's existence.

Ralph Henderson, 51, of Delafield, a member of the Sky Knights Sports Parachute Club of East Troy, failed to descend through the retractable roof and landed instead on a track beam next to the field lights several hundred feet off the ground.
Miller Park opened in April, a year late after a crane accident in July 1999 killed three ironworkers.

The graveyard is situated at the far end of a field along the tree line on a spot overlooking the police shooting range.

Commissioners were appointed by the legislature in 1823 to locate a permanent seat of justice for the county (8).
However, the county seat was till being held at Wright's house in 1828, when it was ordered to be moved to "within three miles" of Wright's son-in-law, Gabriel N. Martin, who lived on the south side of the Red, just above the mouth of Bason Creek (9).
The legislature at that same session ordered that the county seat be moved down river to the house of Charles Burkham, at the Mouth of Mill Creek (13).

The court then commissioned the Jefferson City firm of Miller and Opel, who presented a plan that reversed the previous arrangement by putting the courtroom on the second floor, with offices on the first.
Finally the county did need to pass a $10,000 bond issue to finish the project.
