Miller County’s location in southwest Arkansas made it the “Gateway to the Southwestern United States” through its rivers, stagecoach roads, and Native American trails.
Governor James Conway said the easiest solution would be to abolish the county and remove its records to a “more patriotic” area—that is, in the United States.
From 1874 to 1900, the county’s population boomed, mainly in response to the railroad and the influx of immigrants and settlers.

Miller County, as created by an act of the Territorial Legislature of Arkansas on April 1, 1820, included most of what is now Miller County, Arkansas, and the Texas counties of Bowie, Red River, Lamar, Fannin, Cass, Morris, Titus, Franklin, Hopkins, Delta, and Hunt.
The original county seat was in the John Hall house in the Gilliland settlement.
Arkansas failed in an attempt to establish a county court and attach the area to Lafayette County.

The first Miller County was located in what is now southeastern Oklahoma but included within its boundaries the settlements of Pecan Point and Jonesborough on the south side of Red River; the second comprised the area which now lies in northeastern Texas north of the thirty-third parallel of latitude.
The first (or "old") Miller County was extinguished as the result of a treaty with the Choctaw Indians and the second died by default when its inhabitants substituted for it the jurisdiction of Red River County in the Republic of Texas.
The subsequent extermination of Miller County by an Indian treaty rendered invalid the land claims of the settlers and the loss of the county records in a fire destroyed any possibility of accurately fixing the identity of the pioneers and the date of their arrival.

After Doak's Stand, Choctaws had already been moving into the area of Arkansas Territory, but a treaty signed January 20, 1825, ceded the land west of a line "one hundred paces east of Fort Smith, and running thence, due south, to Red river" to them in exchange for their land in the East.
Finally, on October 17, 1828, the territorial legislature abolished Miller County north of the Red River and added the remnant of that county east of the new boundary line to Sevier County.
However, Miller County south of the Red River was in dispute with the Mexican government.

In 1837 Texas organized Red River County; Arkansas retaliated in 1838 by making it a misdemeanor for a citizen in the county to hold an office in the Republic.
Texas then created and organized Fannin County in 1838.
