MIT has no police powers; it is authorized only to gather intelligence and conduct counterintelligence abroad and to uncover communist, extreme right-wing, and separatist--that is, Kurdish and Armenian--groups internally.
The MIT chief reports to the prime minister but was in the past considered close to the military.
MIT has been charged with failing to notify the government when it became aware of past plots, if not actual complicity in military coup attempts.

Istanbul, Nov. 30: Turkish intelligence officials believe that the mastermind behind the wave of suicide bombings in Istanbul, who was said to have died in the attack on the HSBC bank building, is in fact still at large and planning further attacks on British interests.
A terrorist alert issued last week by the Milli Istihbarat Teskilati (MIT), Turkey’s equivalent of the British internal intelligence agency MI5, identifies Azad Ekinci as the key figure in the attacks and warns that his group still has as many as seven specially adapted trucks that could be used in further attacks.
MIT officials say thebombers joined Turkish Hezbollah as schoolboys and Azad Ekinic and Mesut Cabuk travelled to Pakistan in the mid-1990s for training.

ASKERI POLIS TESKILATI (Military Police Organization- shortly called as A.P. or P) was founded by the Turkish General Staff on July 18, 1920 with the aim of putting an end to the chaos prevailing among the different intelligence organizations and countering the enemy's espionage activities and propaganda infiltrating the army ranks.
The vacuum that arose in the intelligence activities with the dissolution of the Askeri Polis Teskilaty, was filled in a short time with the establishment of TEDKIK HEYETI AMIRLIKLERI (Inspection Board Directorates) again by the Turkish General Staff in various Anatolian provinces during the period between April 01, 1921- June 22, 1922.
The MIT had carried out its duties for about 19 years under the provisions of Law 644.

MIT and MOIS officials met to discuss the matter, and then the MIT provided the MOIS with Polat's Iranian address and photographs of him in Iran.
Turkey has previously accused Iran of backing IBDA-C, and the MIT has documented alleged IBDA-C assassinations of Iranian oppositionists in Turkey and accused it in the October 1999 assassination of Turkish intellectual Ahmet Kisali (see "RFE/RL Iran Report," 26 July 1999 and 24 January 2000).
