Milton County, where cotton was king for most of its seventy-five years of existence, was one of only two Georgia counties in modern times to be abolished (the other was Campbell County, south of Atlanta).
Milton County, with a population of 3,985 in 1860, was in the Ninth Congressional District, the Fifty-first Senatorial District, and the Blue Ridge Judicial Circuit.
Milton County, with a population of 6,730 in 1930, merged with Fulton County on January 1, 1932, through an act of the state legislature.

Milton County in the U.S. state of Georgia was created on December 18, 1857 from parts of northeastern Cobb, southeastern Cherokee, and southwestern Forsyth counties.
These methods may be irrelevant however, because the study concluded that a new Milton County would not initially be cost-effective, and instead supported municipalization of the two remaining areas.
The map at left depicts the original Milton County in 1883, with (counterclockwise from lower right) Gwinnett County to the southeast, Forsyth County to the northeast, Cherokee County to the northwest, Cobb County to the southwest, and Fulton County (Hammond, now Sandy Springs) and DeKalb County (Chamblee and Dunwoody) to the south.

It is unclear whether Wilcox County is named for General Mark Wilcox, a Georgia state legislator and one of the founders of the Georgia Supreme Court, or if it is named for his son John Wilcox.
The formation of the county was led by Norman McDuffie of Pulaski County, Georgia.
In the county the population was spread out with 22.80% under the age of 18, 9.60% from 18 to 24, 31.20% from 25 to 44, 22.80% from 45 to 64, and 13.50% who were 65 years of age or older.

In that year's general election, voters ratified the constitutional amendment on Nov. 6, 1906, which is considered the date of the county's creation (even though a state historical marker on the Ben Hill County courthouse square incorrectly cites the earlier date of the legislature's proposal of the amendment as the date of the county's creation).
In 1904, Georgia voters had approved a constitutional amendment limiting the number of counties in the state to 145.
In 1945, Georgia voters ratified a new constitution -- one which provided an absolute limit of 159 counties, with an additional provision that no new country could be created except through consolidation of existing counties.

At that time, the Cobb County town of Roswell was also ceded to Fulton, as was Campbell County, giving Fulton its 70-mile (about 110km) long irregular shape along the Chattahoochee River.
In recent years, some residents unhappy with the distribution of Fulton County's municipal services between urban Atlanta and their northern suburbs have sought to re-create Milton County, consisting of Roswell, Alpharetta, and Mountain Park.

However, the new county was not able to function as a county because of its size and the fact that Cherokee Indians still occupied portions of the land.
Georgia's 81st county was named for former U.S. Representative, U.S. Senator, and U.S. Ambassador to Spain, U.S. Secretary of State, and Georgia Governor John Forsyth (1780-1841).
In particular, it was Forsyth's insistence that Cherokee lands fell under the jurisdiction of Georgia state law that helped force the removal of the Cherokees to the West and the opening up their lands (including those from which Forsyth County was created) to white settlement.
