When Minako is first introduced, she has been fighting on her own for some time as Sailor V. As a result, she has a relatively serious personality, and is very focused on their mission as Sailor Senshi.
Minako's greatest dream is to become a famous idol, and she is often shown practicing for this, attending auditions, or obsessing over real idols.
Minako takes her role as the 'Soldier of Love' literally, and enjoys regaling friends and acquaintances with advice about romance.

As I point out in my Hino Rei opinion piece, I don't care for any of the Inner Senshi that much (especially in comparison to the Outer Senshi), but Minako is my second favorite, mainly due to the fact that she is so damn FUNNY in the anime.
Frankly, I think Minako's attack and transformation sequences were all very blah, and it's another reason I don't like her as much as Rei.
She has this red bow in her hair, orange on her middy collar and skirt, yellow for the ribbon tied at the back of her skirt, and greeny-blue for the ribbon covering her chest...
