A defence minister (or defense minister, see spelling differences) is a cabinet portfolio (position) which regulates the armed forces in a sovereign nation.
The minister or secretary of defence is usually a very important role in a cabinet.
In the United States, the defence minister has been called the Secretary of Defense since 1947, when the once separate War Department and the Department of the Navy were merged (though the Secretary of the Navy exists to this day, it is no longer a Cabinet level position, being subordinate to the Secretary of Defense).

Civil Defence was designed to undertake non-combatant activities and measures to afford defence against or mitigate the effects on persons and property of an attack on the State or of hazards otherwise arising during a time of war or emergency such as from radioactive fallout or biological or chemical warfare.
The Defence Act, 1954 provides that military command of and all executive and administrative powers in relation to the Defence Forces are vested in the Government and are exercised through and by the Minister for Defence.
The Defence Act, 1954 makes provision for the Council of Defence, which may be convened by the Minister for Defence, and otherwise comprises the Minister of State, the Secretary General of the Department, who also acts as secretary to the Council, the Chief of Staff and the two Deputy Chiefs of Staff.

The Minister for Defence replied that permission must first be asked from the Dáil to hold this Convention; that the proposal contained in the resolution was a proposal to change the supreme control of the Army and was entirely outside the constitutional powers vested in the Dáil Cabinet by the Dáil.
The Minister of Defence in his replies to me, with a dissimulation and want of candour which is not natural to him, but which he must have recently acquired, did not explicitly deny that this agreement was made but tried to insinuate that such an agreement was not made.
The Minister of Defence quite obviously was satisfied as to the justice of that demand, for he assented to the summoning of that Convention.
