  PRESS CONFERENCE BY MINISTER FOR INTERNATIONAL COOPERATION OF CANADA
Canada would commit some $73 million for HIV/AIDS programming in Africa, the Caribbean, Asia and Central and Eastern Europe, Maria Minna, Minister for International Cooperation of Canada, announced today at a Headquarters press conference being held in conjunction with the special session of the General Assembly on HIV/AIDS.
Last fall, Canada had made a commitment to quadruple to $270 million by 2005 its funding for international cooperation programmes dedicated to fighting the disease, she said.  Today’s announcement was an important step towards fulfilling her Government’s broader commitment to fighting the pandemic.
Those funds would go to programmes that would begin immediately, she noted in response to another question.  She pointed out that programmes tended to run for two to four years.

Her department's plan is to direct most of Canada's international aid spending to Africa and specifically to health and welfare projects such as combatting HIV/AIDS.
Canada, she said, was now "moving in the right direction" towards achieving the OECD target of spending 0.7 percent of its GDP on international assistance.
Whelan's international assistance programme will be increased by eight percent a year through fiscal 2004-05 and Ottawa wants to double Canada's international assistance spending by 2010.

Canada committed to send and support approximately 500 observers for the repeat second round of the Ukrainian presidential election, mandated by the Ukrainian Supreme Court on December 3, 2004.
The observers were selected on the basis of a number of criteria, including domestic or international election experience, language facility in Ukrainian and/or Russian and professional, educational or other experience in Ukraine.
In all, there are more than 12,000 international observers in Ukraine and a coordinated effort has led to broad coverage of polling locations with minimal duplication and overlap.
