It is the responsibility of the NAR to advise the minister for development cooperation, and through him or her the government, on Dutch development cooperation.
An illustration of this is the fact that in '77 it was stated by Royal decree that the minister for development cooperation must ask the council for advice on matters concerning the budget for development cooperation.
The starting point for the NAR's advice is sustainable development; the definition of this term is taken from the 'Brundtland report' and is as follows: 'Development that meets the needs of the present [generation] without compromising the ability of future generations to meet all their needs'.

Following the second world war, the reconstruction and development work in British dependencies resulted in a significant increase in the activities of Crown Agents particularly in the areas of procurement and finance.
This led to the passing of the 1979 Act which provided for the incorporation of Crown Agents as a statutory corporation, monitored by and reporting to the Minister for Overseas Development on behalf of the Secretary of State, who also appointed members of its Board.
Agency procurement became increasingly closely linked with aid donors and, in particular with the activities of the British government (acting through the Overseas Development Administration now the Department for International Development, "DFID"), although links remained with governments and public sector bodies to whom services have continued to be provided direct.
