This meeting of Ministers from the Atlantic provinces, Quebec and Nunavut was co-chaired by Françoise Gauthier, Minister of Agriculture, Fisheries and Food for Quebec and the Honourable Geoff Regan, federal Minister of Fisheries and Oceans.
Ministers agreed that an early announcement of fishing plans and management measures should be made to allow fishers, processors and stakeholders to prepare harvesting plans with a view of maximizing the value of their quotas.
Ministers emphasized the need to maintain close collaboration between federal, provincial and territorial governments and industry and all stakeholders, to ensure that all potential impacts, including environmental and socio-economic, are properly assessed before decisions are made on whether to list aquatic species such as cod and cusk.

Those questions were raised in proceedings for judicial review brought by Monsanto plc (‘Monsanto), seeking a declaration that the Minister for Agriculture, Fisheries and Food and the Secretary of State for the Environment (‘the ministers) were failing to comply with Articles 4(1)(b) to (f) and 8(2) and (3) of Directive 91/414.
In response, the ministers argued, first, that Article 8(3) of Directive 91/414 is inapplicable to the grant of ‘me-too approvals for glyphosate-based products under Article 8(2), so that, in granting such approvals, the PSD is not required to take Article 4(1)(b)(i) to (v) and (c) to (f) of the directive into account.
Finally, the ministers submitted that the interpretation of the directive put forward by Monsanto would render application of Article 8(2) of Directive 91/414 unworkable in practice, as it would mean that all authorisations pursuant to transitional arrangements permitted under Article 8(2) would have to be processed as reviews.

The regulations are needed to ensure that the Food Standards Agency can in future exercise a range of functions and powers in secondary legislation relating to food safety and standards.
To reflect the creation of the Food Standards Agency, and the policy set out in the White Paper, the 1999 Act removes most functions currently exercised by the Minister of Agriculture, Fisheries and Food under the Food Safety Act 1990 and legislation made under it.
However, general food law enforcement, as foreseen in the White Paper, will remain the responsibility of food authorities, and there is therefore no need for amendment of the relevant subordinate legislation in cases where enforcement is by food authorities.
