KABUL, Afghanistan March 21--Gunmen killed Afghan aviation minister Mirwais Sadiq on Sunday afternoon in the western city of Herat, the latest assassination to rock the country's shaky U.S.-backed government.
Sadiq is the third leading figure and the second aviation minister from U.S.-backed interim President Hamid Karzai's administration to be assassinated.
Karzai's first civil aviation minister, Abdul Rahman, was assassinated Feb. 14, 2002, at Kabul's airport, in circumstances that remain unclear.

JALALABAD, Afghanistan - Afghanistan's civil aviation and tourism minister was attacked and killed Thursday at the Kabul airport by Muslim pilgrims angry over flight delays to the Islamic holy city of Mecca, government officials said.
The report could not be independently confirmed because of a citywide curfew in the Afghan capital and a shortage of telephones among police and government agencies.
When the minister left the aircraft to try to calm the crowd, pilgrims set upon him and he was fatally injured, the officials said.

Details of the draft agreement, reached in November 2004, were finalized over the last several months and include a greenhouse gas reduction target, an action plan to help organizations meet that target and an annual progress reporting mechanism.
This agreement is the first of its kind within the aviation sector in Canada and in the world.
