Benson was Minister of Finance, we had offered to the provinces a revenue guarantee for a period of five years, which was then extended for another five years.
I agreed with the provincial ministers to work with them toward a consensus with a view for some of them to be able to ban extra billing without losing their doctors to neighbouring provinces, and then for the federal government eventually to include a ban on extra billing in our renegotiation of EPF.

 Issues in Ontario Education - Ontario's Spending on Education
Ontario's Minister of Finance, Ernie Eves, claimed in the November, 1995 Economic Statement that "Ontario's school system cost 10 percent more per pupil than the average of the other provinces in 1994-95.
The Minister of Education, John Snobelen, reiterated this position during the Committee hearings on the Ministry of Education Estimates.
Ontario's average expenditure is $6,961, 2.4 percent above the Canadian average of $6,796.

Ontario would then have to decide if the changes are so important that they are worth the additional cost which would be large relative to the amount of revenue involved.

"He is not the subject of an investigation and the commitment he has made to me and to the Ontario public is that should he become the subject of an investigation then he will step aside from his ministerial responsibilities," McGuinty said.

Last October, school boards in Quebec won a unanimous judgement from the Federal Court of Appeal that they were entitled to a 100 per cent GST rebate on their school transportation costs.
Ontario school boards should be treated the same as the Quebec school boards that will receive a rebate.
Last December, the Ontario government announced that it will provide an additional $29.3 million this year to help school boards and school bus operators provide safe, efficient transportation for students.
