Landings statistics were collected by the Department of Fisheries and Oceans through the use of daily hails of fishing activities and logbooks compiled and submitted by the licence holders, with these records being verified and retained by the Department.
In 1989 the programme was made permanent by the Minister of Fisheries and Oceans, with assurances that the viability of the existing enterprises would not be jeopardized and licence holders would retain their quotas in the shrimp fishing areas.

The fertility of the ocean depends upon the amount of plant fertilizer that is physically deposited in the upper, sunlit layer of seawater.
This is disastrous from a “sustainable fisheries management” point of view, but worse, it has the potential to alter the scientific models used in global carbon cycling, which assume that ocean fertility has remained stable since pre-industrial times.
Ocean fertility is a crucial factor in determining the amount of carbon dioxide absorbed from the atmosphere by the ocean.

Comeau's Sea Foods Ltd. v. Canada (Minister of Fisheries and Oceans)   (Site not responding. Last check: 2007-10-08)
In April the Minister announced that the four offshore licences would not be issued in the foreseeable future, pending a study of the issues facing the lobster industry in the region.
The Minister implementing government policy in the discharge of his office was not acting ultra vires in revoking the authorization he had previously given to issue offshore lobster fishery licences to the appellant.
The question is whether the Minister may revoke a subsisting authorization and in the words of the appellant, whether the Minister continues to have a "continuing role" with respect to the authorization or not.

Ocean health and ocean science in crisis
Also, please convince me that Canada is not playing a word game like that of Japan, which now pursues whale killing under the thin disguise of “whale research.” The rest of the world watches this Japanese activity with scorn, recognizing a brutal commercial hunt when they see one.
Neither Canada nor Japan yet suspects what I do: that whales and seals marginally overcompensate for the fish they consume by means of the exquisitely fine-tuned “other side of the story,” in which they stimulate the production of plankton, and thereby of more food for fish.
An unavoidable conclusion is that ocean fertility is in decline, and further unavoidable conclusions are that this problem has not resulted from "pollution" or from "climate change." And DFO, as the publicly funded seat of ocean science in this country, owes the people of Canada an explanation for this ominous unexpected development.

Seas of Change, Ten Recommendations for Sustainable Fisheries on the B.C. Coast by Suzanne Tank, M.Sc., sets out ten suggestions for West Coast fisheries, which are managed by the federal Department of Fisheries and Oceans.
The report also suggests communities surrounding a fishery have an essential role in the decisions governing it, and that fisheries should be managed in such a way that the benefits flow to the fishermen and communities most directly tied to harvesting and protecting the resource.
The David Suzuki Foundation calls on the Minister of Fisheries and Oceans to adopt the ten principles into a truly integrated, ecosystem-based approach to fisheries management.
