The ministers, meeting in this central Spanish city, agreed on the new EU legislation that covers 32 serious crimes ranging from terrorism to drug trafficking and punishable by a minimum three years in prison.
French Justice Minister Dominique Perben hailed the new measure as “revolutionary” in the sense that it significantly shortens extradition proceedings that currently take an average 18 months.
France and Germany are in the process of adopting the legislation and are expected to implement it in early 2004.

The French government ministers, judges and senior police officers are allowing members of the police force to use excessive and sometimes lethal force against suspects of Arab and African origin without fear of serious repercussions, Amnesty International said today.
Among the concerns are the reluctance of public prosecutors to pursue cases against police officers; mistreatment and lack of safeguards in police custody; unnecessarily lengthy delays in judicial proceedings; and the lack of a full definition of forture in the Penal Code.
The organisation is calling for the French authorities to create an independent mechanism to investigate all allegations of serious human rights violations; bring those responsible to justice after prompt and thorough investigations; ensure that all detainees are granted access to a lawyer from the outset of police custody; and ensure that the victims receive redress.

The section with jurisdiction for public prosecutors shall comprise, in addition to the President of the Republic and the Minister of Justice, five public prosecutors and one judge, and the conseiller d'Etat and the three prominent citizens referred to in the preceding paragraph.
The Court of Justice of the Republic shall be bound by such definition of serious crimes and other major offences and such determination of penalties as are laid down by statute.

PARIS (CNN) -- The trial of former Prime Minister Laurent Fabius and two other ex-ministers in France's AIDS-tainted blood scandal hit an early roadblock Tuesday as defendants in a related case refused to testify.
The former officials face up to five years in prison and fines up to 500,000 francs ($90,000) if convicted on the first count and up to three years in prison and a maximum fine of 300,000 francs ($55,000) on the second.
The court will be forced to untangle a complex, often technical case detailing the actions of each minister, the state of scientific knowledge about AIDS in the mid-1980s and what France was doing to combat the disease.

A mini-summit of EU justice ministers in London on Wednesday (16 August) discussed several proposals including the tightening of hand luggage checks in airports, the blocking of some websites, more exchange of information on air passengers and teaching of European values to Muslim preachers.
Speaking at the meeting attended by justice ministers from Germany, France, Finland, Slovenia and Portugal, EU justice commissioner Franco Frattini said he would bring forward concrete measures on how to tackle liquid explosives, which he called a "particular vulnerability" in Europe's security.
Mr Frattini, who has said he will present a set of concrete measures to all EU justice ministers next month, also suggested that a rapid reaction force of experts be set up that could immediately be sent to any member state that had suffered a terrorist attack.

Violence was reported overnight in some 20 communities around Paris and across the country, including areas near Rouen in northern France, Dijon in the east and Marseille in the south.
