Previously, the responsibility for labour affairs was handled by the Postmaster General.
A 2003 reorganization saw HRDC dismantled and labour responsibilties passing to a successor department, Human Resources and Skills Development Canada, again with two ministers, a Minister of Labour and a Minister of Human Resources and Skills Development.
The Minister of Labour and Housing is responsible for HRSDC's "Labour Program" and thus is responsible for the Canada Labour Code, the Employment Equity Act, the Federal Mediation and Conciliation Service as well as the implementation of health and safety legislation.

The Minister of Labour kicked off his Free State Imbizo by telling guests at a Bloemfontein Gala Dinner that the Department of Labour has spent over R39-million in developing the skills of the people of the province.
Minister Mdladlana told Free State dignitaries that the theme of this Imbizo was the alleviation of poverty, in line with the ANC government's commitment to delivering a better life for all through interventions into the labour market.
The Minister also welcomed the high level of compliance to all aspects of legislation impacting on domestic workers, saying that 86% of households inspected in the Free State were compliant.

The Minister of Labour, Membathisi Mdladlana, welcomed the Labour Court's ruling on the application made by the National Employers Forum (NEF) that the Minister and the Department of Labour should remove all public references to the NEF as a non-genuine organisation.
Labour Court Judge, Brian Patterson, in his ruling refused the application made by NEF for the Court to prevent the Department from indicating its intention to de-register NEF as an employer organisation in documents and on the Department's website.
The Minister emphasised that trade union and employer bodies registered with the Department in terms of the Labour Relations Act must comply with the law and genuinely represent the interests of their constituents.

It is not effective because accusations create a defensive reaction rather than insight, and it is not just because exploitative child labour in a particular country often cannot be blamed on to the ill-will or indifference of that country’s political leaders.
Of course, I do not agree with those who claim that child labour can only be eliminated by eliminating poverty itself, because ILO research has shown that there is no inevitable link between poverty and child labour.
That is exactly the philosophy behind the IPEC Programme, which is based on the recognition of the fact that child labour has many causes and that there is no one panacea against this evil.
