A 2003 reorganization saw HRDC dismantled and labour responsibilties passing to a successor department, Human Resources and Skills Development Canada, again with two ministers, a Minister of Labour and a Minister of Human Resources and Skills Development.
The Minister of Labour and Housing is responsible for HRSDC's "Labour Program" and thus is responsible for the Canada Labour Code, the Employment Equity Act, the Federal Mediation and Conciliation Service as well as the implementation of health and safety legislation.

Last month the Governing Body of the International Labour Organization (ILO) at its 286th Session found the Canadian provincial governments of British Columbia and Ontario to be in clear violation of Canada’s obligations under ILO Conventions.
It is obvious to us here in Canada that these two provincial governments have no understanding of the basic principles of freedom of association and their international obligations as signatories to ILO Conventions.
I believe Madame Minister that the government of Canada should be very troubled by the recent ruling of the ILO as this is a fl mark on Canada's respected reputation in the international community.
